Thomas B. Waters Appointed as Director of Neighborhoods

Thomas B. Waters has been appointed as the new Director of Neighborhoods for the City of Jacksonville. Waters, who has an extensive background in community development and government administration, will be responsible for neighborhood and housing services, as well as regulatory compliance for the city.

Waters' impressive resume includes serving as the Founder/Principal of SUMMIT-Center for Resources and Organizational Development, LLC. He has also consulted for various organizations, including the Jacksonville Coronavirus Vaccination Community Education and Engagement Taskforce, Inc., the Environmental Protection Agency Technical Assistance Grant to Fairfax Environmental Committee for Justice, Inc, and the Jacksonville Urban League.

In addition to his consulting work, Waters has been an Advisory Committee Member for the Nassau County Essential Housing Advisory Committee and a City Council-appointed Commissioner for the Jacksonville Housing and Community Development Commission. He is no stranger to the City of Jacksonville, having previously held positions such as Grants Administrator for the Department of Intra-Governmental Affairs, Project Administrator for the Department of Public Works, and Planner/Coordinator for the Neighborhoods Department.

Mayor Donna Deegan expressed her enthusiasm for Waters' appointment, stating, "I am looking forward to having Thomas join our administration as the new Director of Neighborhoods. He brings immense knowledge and experience from both working in and with our city government. His leadership will be an important asset for all our citizens."

As the Director of Neighborhoods, Waters will oversee a wide range of departments and services, including the Neighborhood Services Office, Housing and Community Development, Municipal Code Compliance, Environmental Quality, Mosquito Control, Animal Care and Protective Services, and the Office of City Link/630-City.

Waters' appointment comes at a crucial time as the City of Jacksonville continues to prioritize the well-being and development of its neighborhoods. With his extensive experience and expertise, Waters is well-equipped to lead the Neighborhoods Department and ensure that the city's residents have access to quality housing, community resources, and a safe environment.
