Former U.S. foreign service officer and Ambassador to Bolivia, Manuel Rocha, was sentenced to 15 years in prison after being convicted of acting as a foreign agent on behalf of the criminal Cuban regime. U.S. Senator Marco Rubio (R-FL) has raised concerns about the case, highlighting the need for transparency and accountability regarding the matter.

Rubio sent a letter to Secretary of State Antony Blinken, emphasizing the importance of addressing the counterintelligence gaps that enabled Rocha's espionage activities. In the letter, Rubio stated, "It is of the utmost importance to Congress, and the American people, that the counterintelligence gaps that enabled Rocha’s 40-year long career as a Cuban spy are identified and addressed to prevent future espionage threats that could endanger American lives and interests."

The letter outlined various instances where red flags concerning Rocha's ties to Cuba were seemingly overlooked by federal agencies, including the Central Intelligence Agency (CIA) and the Federal Bureau of Investigation (FBI).
