Jacksonville reopens home roof rehabilitation program

The City of Jacksonville has announced the reopening of its Home Roof Rehabilitation Program, with applications available starting Thursday, May 30, 2024. The program aims to assist homeowners in replacing their roofs to maintain homeowners' insurance and comply with mortgage requirements.

To date, the initiative has aided 31 families: 10 roofs have been completed, nine are in progress, and 12 families are undergoing the application process. The program is projected to replace roofs on a total of 80 homes.

Eligibility criteria require applicants to be both the owner and occupant of the property needing rehabilitation. They must also be current on their mortgage and property taxes. Additionally, proof of insurance or an insurance company roof exclusion notice demanding replacement or repairs must be provided.

Applicants' gross annual household income must not exceed eighty percent (80%) of the area median income (AMI) for Jacksonville, adjusted for household size as published by U.S. HUD. For example, an individual household's AMI limit is $54,500 while a four-person household's limit is $77,850.

The program targets owner-occupied single-family homes (one to four units) and manufactured modular homes; mobile homes are excluded from eligibility. The only eligible rehabilitation activity under this program is roof replacement using shingles or modified bitumen materials. Each home can receive up to $14,999 in assistance; any costs exceeding this amount must be covered by the homeowner.

Financial assistance will be offered as a deferred payment loan at zero percent interest for up to five years. No monthly payments will be required; instead, the loan balance will decrease annually on a pro-rated basis if the property remains the applicant’s primary residence.

Applications can be submitted via phone or online through MyJax starting May 30, 2024. The application period will close once the maximum number of applications is received.
