U.S. senators introduce VALOR Act to back democracy efforts in Venezuela

Senators Rick Scott and Jim Risch, along with several colleagues, have introduced the Venezuela Advancing Liberty, Opportunity, and Rights Act (VALOR Act) in an effort to guide U.S. policy towards supporting a democratic transition in Venezuela. The legislation is aimed at addressing the ongoing political crisis under Nicolás Maduro's regime.

Senator Rick Scott emphasized the Venezuelan people's support for President-elect Edmundo González and warned against any attempts by Maduro to maintain power through force or repression. He stated, "As we prepare for President-elect Gonzalez’s inauguration on January 10th, the United States must be a leader in bringing freedom and democracy to Venezuela, starting with passing the VALOR Act."

Senate Foreign Relations Chairman Jim Risch highlighted the national security threat posed by the Maduro regime. "Sanctions imposed under The VALOR Act will reduce the resources the regime has at its disposal to harm Americans and American interests," he said.

Senator Michael Bennet pointed out that González won the July 2024 elections decisively but faces opposition from Maduro. Bennet noted, "This bipartisan legislation affirms the United States’ support for the Venezuelan people’s brave efforts to restore the rule of law and democracy in their country."

Senator John Barrasso called attention to Maduro's use of intimidation and force to maintain control despite public opposition. "The VALOR Act is an important step in helping the people of Venezuela transition from dictatorship to democracy," Barrasso said.

Other supporters of the act include Senators Bill Cassidy and Dan Sullivan, who stressed U.S. support for Venezuelans' democratic aspirations and highlighted concerns over Maduro's alliances with adversaries like China.

The VALOR Act outlines several measures including sanctions on key Venezuelan financial institutions, restrictions on non-democratic governments participating in international organizations, and authorization of funds for human rights monitoring. It also blocks U.S. foreign assistance to countries aiding Maduro's regime while promoting direct support for humanitarian efforts in Venezuela.
