Senator Rick Scott and Representative Kat Cammack have introduced the Increasing Value for Families (IVF) with HSAs Act, aiming to help individuals and families better plan and pay for medical expenses such as in vitro fertilization (IVF). The legislation proposes decoupling Health Savings Accounts (HSAs) from high-deductible health plans and doubling the current contribution limits on HSAs to $8,600 for individuals and $17,100 for families.
In a recent floor speech, Senator Scott discussed his personal connection to IVF through his youngest daughter's current journey with IVF treatments. He emphasized the financial barriers many families face when considering IVF. "IVF is a wonderful thing that enables so many Americans to start and grow their families," said Senator Scott. "While IVF is a blessing that is widely available and overwhelmingly supported, its high cost remains a barrier for many families, and that's something that ought to change."
Representative Kat Cammack expressed her support for the legislation, highlighting its potential impact on American families. "Building and growing a family is part of the American dream for millions in our country," she stated. "By expanding HSA eligibility and increasing contribution limits for those HSAs, we're pursuing solutions that will help make dreams reality."
Senator Scott has also been active in supporting IVF through other legislative efforts. In March, he introduced a resolution in the U.S. Senate expressing support for Americans starting or growing their families through IVF. Representative Cammack is leading this resolution in the House of Representatives.
Additionally, Senator Scott delivered remarks on the Senate floor reiterating his support for IVF and announcing his work on drafting legislation aimed at making medical expenses more manageable by altering HSA regulations.
Senator Scott joined Senators Katie Britt and Ted Cruz, along with other Republican colleagues, in issuing a joint statement supporting continued nationwide access to IVF. The statement criticized what they described as misleading tactics by Senate Democrats regarding IVF's legality.
