Given the extraordinary nature of consecutive hurricanes and the substantial damage in Florida communities, clear guidance on FEMA's debris removal policy is essential for recovery. U.S. Senator Marco Rubio (R-FL), U.S. Representative Gus Bilirakis (R-FL), and other members of the Florida delegation have sent a letter to President Joe Biden requesting written guidance on debris removal efforts.
"Many of these local governments need FEMA to implement precedented emergency policy flexibilities to facilitate a seamless federal response….[W]e ask that you issue additional guidance for these hurricanes that will further help facilitate recovery efforts."
The letter highlights the challenges faced by Florida’s local governments in responding to Hurricanes Helene and Milton. It emphasizes the need for FEMA to waive certain program requirements, such as prior approval for debris removal, demolition, and waste disposal.
The delegation acknowledges FEMA’s letter dated October 13, 2024, which provided flexibility by not requiring identification of specific damage caused by each hurricane. They are requesting further guidance to formalize verbal confirmations regarding reimbursement for debris clean-up activities conducted between the two hurricanes.
Additionally, they seek more flexibility concerning Post-Milton debris clean-up to expedite efforts. The letter concludes with an expression of willingness to work with the administration on behalf of Floridians.
