Neville Roy Singham, a U.S. citizen residing in Shanghai with extensive connections to the Chinese Communist Party (CCP), has reportedly financed numerous far-left and pro-Hamas organizations. According to investigations by the New York Times and Washington Free Beacon, these organizations frequently echo CCP narratives and oppose U.S. interests, often receiving funding from CCP entities or collaborating with CCP officials. Despite this, none of these organizations have registered under the Foreign Agents Registration Act (FARA).
U.S. Senators Marco Rubio (R-FL), Vice Chairman of the Senate Select Committee on Intelligence, and Lindsey Graham (R-SC), Ranking Member of the Senate Committee on the Judiciary, sent a letter to U.S. Attorney General Merrick Garland urging the Department of Justice (DOJ) to brief them on its strategy for countering Beijing's propaganda efforts and any ongoing investigations into these activities.
"According to investigations by the New York Times and the Washington Free Beacon, Neville Roy Singham, a U.S. citizen with ties to the CCP, has been funding and supporting various extremist entities in the United States with the express aim of causing havoc in our country," stated Rubio and Graham in their letter. "Many of these groups have increased their activism in the wake of Hamas’s October 7, 2023 brutal terrorist attack on Israel. These groups have not only disrupted Senate proceedings but have engaged in violent, antisemitic riots in many cities across the United States."
The senators further detailed that Singham has expanded his network to include radical antisemitic entities such as Shut It Down for Palestine (SID4P). According to Network Contagion Research Institute reports, SID4P's member organizations include People's Forum, ANSWER Coalition, International People’s Assembly, Al-Awda NY, National Students for Justice in Palestine, Palestinian Youth Movement, and Palestinian American Community Center NJ. Some of these groups reportedly have ties to U.S.-designated foreign terrorist organizations like Popular Front for the Liberation of Palestine (PFLP). Additionally, one of SID4P’s endorsers is Samidoun which is allegedly a front for PFLP.
In August 2023, Rubio had already sent a letter to Attorney General Garland requesting an investigation into whether Singham and left-wing pro-CCP organizations were complying with FARA regulations.
The full text of Rubio and Graham's recent letter expresses significant concerns about efforts by the CCP and its allies to sow discord within the United States. The senators requested immediate briefing from DOJ on investigative actions regarding reports that certain far-left and antisemitic entities might be violating FARA due to their connections with Beijing.
They reiterated that Mr. Singham has supported far-left entities opposing U.S. interests through an elaborate dark money network funneling funds via non-profits such as “United Community Fund” and “Justice and Education Fund.” Filings indicate nearly $1.8 million flowed from these non-profits to Chinese media company Maku Group.
The senators emphasized that "the CCP is engaged in an all-out information war against the United States." They urged DOJ not only to protect legitimate political discourse but also ensure that adversaries do not exploit America's open system.
Rubio and Graham concluded their letter by requesting DOJ address investigative efforts into several organizations linked to Mr. Singham for potential FARA violations:
