Senator Rick Scott has introduced the One Nation, One Visa Policy Act, which seeks to prevent nationals from China from entering the United States without a valid visa and would bar them from participating in any visa-free travel program. This includes the Guam–Commonwealth of the Northern Mariana Islands Visa Waiver Program.

The legislation comes after Senator Scott’s introduction of the SAFE KIDS Act and a letter he sent to Department of Homeland Security Secretary Kristi Noem and Department of the Interior Secretary Doug Burgum. In his letter, Scott called for an end to programs started under previous administrations that he says allow Chinese nationals expedited access to U.S. citizenship and potential misuse of the surrogacy program.

“Communist China has a track record for exploiting America’s weaknesses to advance its interests and undermine our national security, and the horrific reports of how they have exploited an Obama-era visa program is a prime example. This program provided Chinese nationals a visa-free fast-track to U.S. territories allowing them to establish a backdoor breeding ground to infiltrate our nation. My One Nation, One Visa Policy Act makes it crystal clear that no part of the United States, including our territories, will be abused by Communist China. It’s time to shut Communist China’s back door into our nation by eliminating this reckless program and ensuring the full vetting of any Chinese national who wishes to come to our nation,” said Senator Rick Scott.

Scott represents Florida in the U.S. Senate, where he has served since January 2019 according to his official website. He chairs the Senate Special Committee on Aging and sits on several other committees such as Budget, Armed Services, Homeland Security and Governmental Affairs, and Foreign Relations (source). His district offices are located throughout Florida in cities including Naples, Tampa, Orlando, West Palm Beach, Jacksonville, Tallahassee, and Pensacola (source).

Prior to his political career, Scott served in the U.S. Navy and co-founded a healthcare company (source). He frequently communicates legislative proposals and statements regarding both national issues and those specific to Florida through his website (source).
