FOIA Request to University of North Florida Regarding Chinese National Students on June 4, 2025.
We, at Duval Times, have submitted a Freedom of Information Act (FOIA) request to the University of North Florida seeking detailed records concerning Chinese National students enrolled at the institution. This request was made under Article I, section 24 of the Florida Constitution and chapter 119, F.S., with a preference for receiving the information in electronic format.
Our inquiry includes several specific requests:
1. We are asking for documents or lists that detail all current students who are Chinese Nationals and their respective departments of study. If privacy laws protect student names, we have requested that this information be redacted or alternatively provided as a total number broken down by department.
2. We seek records showing all current Chinese National students, including details about any scholarships they receive and the sources of these scholarships.
3. Additionally, we request information on scholarship recipients affiliated with the Chinese Scholarship Council. If this data overlaps with our second request, we ask for clarification on which scholarships satisfy both inquiries.
4. Lastly, we are interested in any university policies or procedures related to monitoring students—specifically Chinese Nationals—to safeguard the university’s Intellectual Property and other confidential information.
This request is part of our ongoing commitment to transparency and accountability in public institutions. As members of The Coalition Opposing Governmental Secrecy—a non-profit organization dedicated to investigating governmental agencies—we aim to leverage Freedom of Information and Sunshine Laws to inform the American electorate effectively.
In line with our role as media professionals responsible for gathering and reporting news to the public, we have requested a fee waiver due to our involvement in disseminating critical information that holds public institutions accountable.
